I've seen some sites, that don't use IE's default scrollbar, but their own. ( Example: http://www.cnc3.com/upon/layout.html )
Anyone know of tutorial for this?

Whew!
After viewing the source of that page I located a javascript file which came from a DHTML site. The script used at the site you mentioned seems to be the one at:
http://www.dansteinman.com/dynduo/scroll2/scroll2.html
The one actually used on the site may be the older version, the one above links to the newer version.
As for the DHTML site, it looks like there is quite a bit of useful information and worth a read for anyone interested in DHTML, the main url should be:
