CSS Leftovers

In MSIE, if you switch betwwen the "Classic" and "Flag" themes, the footer section seems to get stuck with the background color of the previous CSS. If you refresh after switching themes it will go away, and the background color is defined in that footer section (as opposed to being left blank). So why is the background color being persistant? This doesn't seem to happen in Firefox so it looks like something specific to MSIE not clearing out filling in that footer area with the newly designated background color. Any ideas on how to fix it?
