OMG! You mean those one page websites that pepole pay a ton of money for because all they want is a web based gui?

nope... I mean, when you design a site for other people, sometimes you need to enable editing for them thats easy, or they can easily update contents on pages you make, using CMS. You can make as many pages and they can edit contents without you opening up your server nor actually manually editing the content...

I had made my own simple flatfile based CMS last year... and since I haven't used any other flatfile CMS, I'm going to be biased and say my one
