Best Way to Approach Slice

I'm not exactly sure how I want to slice this layout to get it to look the same. I would normally put the "V3" tag as a body background and the copryright tag as a html background, but I want them to go in front of the body if they have to. Does anyone have a suggestion on how to do this? Or another idea of how to do it? I guess I could make them their own div's or elements or something.

Also, any suggestions on the design or if you see any problems I may run into give me a heads up.
