Basic HTML Help

That URL is just for me practicing, the URL to my site is Neo-911.com but I can't start the site without a layout. So I need help coding it.
I am just learning how to code layouts. I know how to do HTML but layouts are different from what I was doing before.
At the URL above, notice the bottom part, then 'Links' box, the 'Affiliates' box, and the 'copyright' strip are lower than they should be. It looks like a puzzle, I want those 3 sections of the layout to go up into the empty space.
I need help doing that. I am using tables so if you can relate that would be great.
Please everyone, I need to get this website up and running soon. The only thing right now that is stopping me is this layout.
Please help me. Thanks in advance.

You have the bottom bits outside the main table so can only go under like it does.
The structure you are needing is like this:
top bit ....
/* this is the left side */
/* this is the center */
/* this is the right side */
copyright bit ...

It's not perfect but I just need to make minor adjustments to it and finish the code.
