Background colors - Two different looks, one in IE5, the other NS4.7

I get the light blue highlight bars that are in the nav to show up in ie but not in netscape - I am sorry to say that I don't know why...

Take a look at this site with broth IE 5 and Netscape 4.7:

See how the back ground color appears for IE 5, but not NS 4.7? Why wont it appear for NS?

Someone suggested I put the back ground stuff in the <td> tag. I did and it still does the same thing. Neither putting it in <tr> or <td> works.

This is not a HTML problem. The problem is the background image of the table. NS doesnt like those. For this design you could easily use a global bg image. That would solve the problem.
