An automatically closing frames? - Is this possible?
I'm thinking about adding a small frame to a service of mine but I don't know if this is possible or how it is done? Would this be done with a JavaScript or what? I'd like to have this be done around 10-15 seconds after the initial visit to the page...

Not to clear on what you mean, but what you could do is.
Load up a frameset with link to your main page and the temp page. Have a refresh tag load up the main page only after 15 secs or whatever. This sound like what you need?

Ahh ok I didn't phrase that first message correctly - I would like to do something that does what Lycos does when you visit a site but where it automatically removes the top or bottom frame after 10 to 15 seconds after the initial page load...is that possible?

I can't help as I did not notice a frame when I visited sites in their directory.
Weird thing is, everytime I type in lycos.com I end up at lycos.co.uk?

Alright well to describe it, it is a small frame at the top of the page which contains various stuff such as return to lycos, rate this site, etc...

Just grab the code (view/source) as it comes up, you should get a frameset, from which you will be able to visit the top frame if needed as well.
