I have read thru pages upon pages of the wc3 site trying to find an asnwer why the above code is keeping my site from validating. They actually have examples that are identical to the format and syntax I am using, but it still will not validate for html 4.01 trans.
Anyone have any ideas?

Where do you have the element ?
It must be within the element.

Yes, it is within the body. Actually, it is right before the tag, but as you asked, within the body tags.
Do you see anything wrong with the syntax? I am anxious to clear this up as this is the only thing keeping me from deploying my new site. =)

The only thing I see from your example is that you have two maps -- is map1 within the body element?
The code for m_index_r2_c20 looks okay, though your href for the first link is wrong (should be http://... or just /site_map.html) and again for the last link.
When I ran it through the validator with instead of it validated fine.

I finally got it after several hours of troubleshooting....WOOOT!!!!!
Apparently, the map element definition cannot be contained in any type of tag such as , or . I had the definition in a table and that is why it was not validating.
