I have another question
I have an option to get fiber optic line to Internet so my question is what do I need from hardware to become ISP
I know I have to buy phone lines but what else?

Off the top of my head I'd say a bunch of modems and some kind of multiplexer to auto switch between them. That's for the dial up. You also need a business system to handle payments.

You will also need backup power to keep the system running. It's a big operation to start an ISP. You may want to start looking at magazines like Network Magazine. I think there's also an ISP magazine, but I can't recall the name exactly.
